The Impact You Will Have
Blue Cross Blue Shield MN is looking for a Senior Policy Consultant to join our team. This position is responsible for serving as the principal policy adviser for legislative, regulatory, and public policy initiatives impacting Medicare, Medicaid, and government programs. Working closely with internal business partners and external stakeholders, the Policy Consultant is responsible for developing public policy positions that leverage the history of Blue Cross, while meeting the demands for change in a rapidly evolving environment. The Policy Consultant also supports planning and strategy on a cross-functional basis to ensure that the government programs business is effectively adapting to emerging legislative and regulatory changes. The Policy Consultant is a senior member of the Public Affairs team.
Your Responsibilities
- Leads the development of public policy and supports related political strategies to ensure that Blue Cross Blue Shield is adapting to a rapidly changing environment, while expanding government business opportunities.
- Supports executive staff by developing presentations, position papers, and other documents on a wide range of policy-related topics.
- Works cross-functionally to communicate these positions internally and externally as appropriate.
- Engages actively with external stakeholders, including the state and federal trade associations and other stakeholders to demonstrate thought leadership around business priorities and strategy.
- Collaborates broadly with internal colleagues on committees and work teams to assist in the development of products, legal and compliance, and financial analysis of legislative and regulatory requirements.
- Uses policy and operational expertise to lead and/or participate in divisional and inter-divisional activities, including government programs' product and strategic planning activities, compliance and implementation teams.
- Identification and resolution of issues that pertain to government programs products.
- Works closely with the Public Affairs colleagues in driving a strong team environment and alignment of advocacy strategy and policy priorities.
Required Skills and Experience
- Bachelor's / Masters or Law Degree in business, policy or a related field is preferred.
- Medicare, Medicaid, and government programs operations and/or policy experience is preferred.
Preferred Skills and Experience
- 7+ years of related professional experience. All relevant experience including work, education, transferable skills, and military experience will be considered.
- Excellent written and oral communication skills with the ability to present complex information clearly and persuasively for different audiences
- Exceptional organizational and time management skills, with flexibility to change priorities and self-manage as needed.
- Seasoned business experience, financial knowledge, and interpersonal skills to effectively work through a complex organizational structure and influence change.
- Demonstrated success with customer problem-solving, complex negotiations, and development of executive-level relationships.
- Proven experience leading multi-disciplinary teams and working as an individual team member in varied and complex projects.
- Broad knowledge of the health care industry, health care policy, related local and national regulatory requirements or restraints, and government business activities and trends.
- High school diploma (or equivalency) and legal authorization to work in the U.S.
Compensation and Benefits:
Pay Range: $100,000.00 - $135,000.00 - $170,000.00 Annual
Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
